Pamela Ploor advises employers on the full range of labor and employment matters. Since 1993, Pam has advised federal contractors on their affirmative action obligations, represented federal contractors during audits by OFCCP, and supervised the preparation of written AAPs. Pam chairs the OFCCP/Affirmative Action Team at the law firm of Quarles & Brady.


In her practice, Pam advises on the structure of contractors' plans, composition of job groups, goals, impact ratio analyses, good faith outreach efforts with current emphasis on veterans and disabled persons, testing, accessibility of applicant process to disabled persons, compensation analyses, EEO-1 reports, 4212 reports, recordkeeping, HRIS issues, applicant tracking issues, and affirmative action obligations as part of due diligence in acquisitions.


Pam regularly consults with contractors on the best approaches to achieve administrative closure of audits and advises construction contractors on practical compliance with federal and state affirmative action programs and projects' numerical goals/benchmarks. She also advises on useful metrics and analyses of AAP for communication to senior leadership in easily understandable terms regarding effectiveness of efforts and demonstrable results within bounds of non-discrimination laws, and the creation and implementation of and compliance with vendor diversity programs within the bounds of non-discrimination laws.
